One such organisation in the anime is Akatsuki - a criminal organisation that brings the rogue shinobis from different villages together. The had a philosophical approach towards the world, and the reason behind their world domination was to attain peace and end all the wars. Akatsuki: One of the most legendary factions in the Naruto universe
Akatsuki has its headquarters based in the Hidden Rain Village and was founded by Yahiko. The goal of the organisation was to stop all the ongoing wars and then instil peace in the shinobi world. The reason behind the same is that the Hidden Rain village bore the brunt of the war and bled for a long time. To make this stop once and for all, Yahiko, along with his friends Konan and Nagato, started the Akatsuki to instil peace.
However, Akatsuki became a pain in the eyes of Amegakure leaders Danzo Shimura and Hanzo the Salamander. They made Yahiko take a difficult decision - get killed or see Konan getting killed. And Yahiko, being the legendary leader he was, sacrificed his life to let Konan live.
This triggers the Rinnegan in Nagato, and the rest is history. After annihilating the leaders of Amegakure, Nagato takes Akatsuki's move forward with one goal in mind - to bring true peace to the world. Their final goal was to unite humanity under genjutsu with complete control and illusion. That's what Akatsuki aimed for and worked for. And to be precise, they were never a terror organisation nor did they aim to be one. They just wanted to make humanity work together and remove all the reasons that can give birth to a war.
